Research on the Construction Effect and Development Strategies of Regional Laboratory in China
The construction of regional laboratories is an important embodiment of the local governments'thorough implemen-tation of the spirit of the 20th National Congress of the Communist Party of China and the important discourse of General Secretary Xi Jinping on scientific and technological innovation during the 14th Five-Year Plan period.At present,the regional laboratory has become an important part of China's local strategic scientific and technological forces.Through investigation,research,anal-ysis and summary,the construction status of regional laboratories in China,it is found that there are some problems in the con-struction of regional laboratories,such as unclear core strategic positioning,imperfect resource allocation mechanism,imperfect evaluation system,and irregular implementation of management system.Based on the benefit model of sustainable development of regional laboratory,the countermeasures and suggestions such as strengthening the top-level design,clarifying the strategic posi-tioning,optimizing the construction layout,improving the supporting system and perfecting the operation mode were put forward.
