化工园区应急管理能力影响因素分析研究

为提高化工园区对突发事件的预防能力,完善园区应急管理系统,提出了一种基于决策实验室分析法(DEMATEL)与解释结构模型(ISM)相结合的化工园区应急管理能力影响因素分析模型,并将该模型应用于实际,挖掘化工园区应急管理能力影响因素间的关联性.研究结果表明:应急预案体系建设是影响化工园区应急管理能力的本质因素,应急救援能力的强弱对事故后果的影响程度最大.DEMATEL-ISM模型从理论方法上为化工园区应急管理能力影响因素的识别提供了一种新思路,能够有效的挖掘影响因素间的作用关系,提升化工园区应对突发事件的能力,将事故的后果降至最低.
Analysis of Influencing Factors of Emergency Management Ability in Chemical Industry Park
In order to improve the emergency prevention ability of chemical parks and improve the emergency management system of chemical parks,an analysis model of influencing factors of emergency management ability of chemical parks based on Decision-Making Trial and Evaluation Laboratory(DEMATEL)and Interpretive Structural Modeling(ISM)was proposed,and the model was applied in practice to explore the correlation among influencing factors of emergency management ability of chemi-cal parks.The results showed that the construction of emergency plan system is the essential factor affecting the emergency man-agement ability of chemical industry park,and the strength of emergency rescue ability has the greatest impact on the accident.The DEMATEL-ISM model provided a new way of thinking for the identification of influencing factors of the emergency manage-ment ability of chemical parks in terms of theoretical methods,which can effectively excavate the interaction between influencing factors,improve the ability of chemical parks to deal with emergencies,and minimize the consequences of accidents.
