社会力量参与公共文化服务政策研究

摘要
《"十四五"公共文化服务体系建设规划》强调建立公共文化服务的多元参与格局.为充分了解当前我国社会力量参与公共文化服务制度现状,文章从政策工具、价值取向、政策内容等三个维度构建分析框架,探讨公共文化服务背景下社会化参与政策特征.研究发现,我国相关政策整体强制力较高、对特殊人群和公民个体参与关注不足,需要政策制定者给予社会力量充分的发展空间和自主权利,强化对特殊人群资源倾斜,扩大公民个体参与.
Abstract
"The 14th Five-Year Plan"for the construction of public cultural service system emphasizes the construction of multiagent participation pattern in public cultural services.Aiming to fully understand the situation of policies of social participating in public cultural services in China,this paper builds the analytical framework from three angles:policy tools,value orientation and policy content,and explores the characteristics of socialized participation policies in the context of public cultural services.According to the results,the policies have high mandatory,and the attention to special groups and citizens is insufficient.Therefore policymakers should appropriately expend the space of social forces to development,care for spacial groups,and encourage the participation of citizens.
