农村居民公共文化"弱参与"的影响因素及回应策略研究——基于河南540农户的问卷调查

在扎实推进精神文化生活共同富裕和乡村振兴的大浪潮下,由政府提供的农村公共文化服务体系建设效果如何?如何适应新时代农村社会发展需求?通过对河南540 农户的调查发现,村民对当前政府提供的农村公共文化服务满意度偏低,呈现出一种"弱参与"现象.经最优尺度回归分析发现,农村公共文化服务"弱参与"受政府(供给侧)供给满意度、个体(需求侧)需求偏好和民间文化组织(自组织)的"三重影响".这一结论表明,一味强调供给侧结构性改革,显然不能解决当前农村公共文化服务"弱参与"问题.只有确立供给侧和需求侧协同改革的思路,推动农村公共文化服务数字化,鼓励和引导民间文化组织积极参与农村公共文化治理,促进公共文化资源结构化重组和现代化改革,才能实现农村公共文化服务均等化和高质量发展.
Abstract
Under the great tide of making solid progress in promoting common prosperity in cultural life and rural revitalization,what is the impact of the construction of the rural public cultural service system led by the government?How can it adapt to the needs of rural social development in the new era?A survey of 540 rural households in Henan revealed that villagers'satisfaction and awareness of the current rural public cultural services provided by the government are low,exhibiting a"weak participation"phenomenon.The regression analysis of the optimal scale shows that the"weak participation"in rural public cultural services is affected by the"triple influence"of the government(supply side)supply quality,individual(demand side)demand preferences,and folk cultural organizations(self-organization).This conclusion suggests that blindly emphasizing supply-side structural reforms cannot obviously solve the current"weak participation"issue in rural public cultural services.Only by establishing the concept of coordinated reform on the supply and demand sides,promoting the digitalization of rural public cultural services,encouraging and guiding non-governmental cultural organizations to actively participate in rural public cultural governance,and promoting the structural reorganization and modernization of public cultural resources,can we achieve equality and high-quality development in rural public cultural services.
