国家文化安全的内涵和外延辨析

摘要
自1999年2月国家文化安全概念首次被提出以来,国家文化安全内涵和外延的讨论日益受到学界和实务界的高度关注,但目前对于国家文化安全的内涵和外延,还存在认识不清晰、不统一的问题:一是没有完整把握国家文化安全的本质属性,其内涵的宽度、精度需进一步拓展;另一种情况是尚未找到与国家文化安全内涵主要内容相对应的外延及科学的划分标准,从而导致外延不适切且外延之间界限交叉.本文尝试在厘清国家文化安全本质属性的基础上,定义国家文化安全的内涵.在此基础上,探究国家文化安全对应的外延,并按照马克思主义关于事物是本质和现象的统一体原理,对国家文化安全外延进行科学分类.从而揭示国家文化安全这一特定概念的基本内容,提升国家文化安全理论研究和生动实践的成效.
Abstract
Since the concept of national cultural security was first proposed in China in February 1999,the discussion on the connotation and extension of national cultural security has increasingly garnered attention from academic and practical circles.However,there are still problems of unclear and inconsistent understanding regarding the connotation and extension of this term at present:On one hand,the essential attributes of national cultural security have not been completely grasped,and the breadth and precision of its connotation need to be further expanded;On the other hand,the corresponding extension and scientific classification standards have not yet been found for the main content of national cultural security,which leads to inappropriate extension and overlapping boundaries between extensions.As a result,this paper attempts to define the connotation of national cultural security based on clarifying the essential attributes of national cultural security.On this basis,this paper also explores the corresponding extension of national cultural security,and scientifically classifies the extension of national cultural security according to the Marxist principle that an object is the unity of essence and phenomenon,thereby revealing the basic content of this specific concept of national cultural security and enhancing the effectiveness of theoretical research and vivid practice of national cultural security.
