总体国家安全观视域下数字技术对文化安全的风险应对

摘要
随着部分西方国家对数字技术发展的野蛮催化,我国国家主流意识形态话语权的稳定地位受到极大影响,数字文化殖民主义现象加剧,使用者个体精神异化风险增加,严重影响了国家文化安全.在此背景下,总体国家安全观被正式提出,文化安全和意识形态安全也得到了众多专家学者的关注.在总体国家安全观理论的指引下,本文从内涵意蕴、相互关系和数字重塑等三个维度构建分析框架,探讨国家文化安全基本样态.并提出以构建网络空间命运共同体、完善数字技术应用的管理机制、加强意识形态教育和引导、增进我国数字技术的发展创新和提升数字化传播能力等措施为路径,防范化解数字技术给国家文化安全带来的风险挑战.
Abstract
With the savage catalysis of the development of digital technology by some Western countries,the stable position of our national mainstream ideological discourse has been greatly affected,the phenomenon of digital cultural colonialism has intensified,and the risk of spiritual alienation of individual users has increased,seriously affecting the country's cultural security.In this context,since the concept of a holistic approach to national security was proposed,cultural security and ideological security have attracted the attention of many experts and scholars.This paper constructs an analytical framework from three dimensions:connotation,interrelationship,and digital remodeling,and discusses the basic pattern of national cultural security from the perspective of a holistic approach to national security.To this end,it is necessary to build a community with a shared future in cyberspace,improve the management mechanism for the application of digital technology,strengthen ideological education and guidance,promote the development and innovation of China's digital technology,and enhance the ability of digital communication as the path to prevent and resolve the risks and challenges brought by digital technology to national cultural security.
