当下中国进入了一个新的战略时期,讨论科技软实力问题需要站在理论与实践相结合的高度,并进行整体性的深入思考.随着科技软实力逐渐成为21世纪国际科技竞争的核心成分,把科技软实力研究置于战略的高度,已成为当下中国实现世界科技强国梦想的一个着眼点.尽管我国学术界在科技软实力概念的界定上与约瑟夫·奈的软实力概念阐释在历史逻辑上有衔接、所涉范围上有重合,但其已根据中国国情和发展战略的需要,从推进科技治理体系和治理能力现代化的视角,对约瑟夫·奈的软实力理论进行了推陈出新地丰富和拓展,与时俱进实现了概念的本土化.加强科技软实力研究,推动科技软实力建设,已迫在眉睫.
Abstract
Currently,China has entered a new strategic period,and the discussion of the soft power of science and technology needs to be conducted from the perspective of theory and practice,with comprehensive and in-depth thinking.In the 21st century,as the soft power of science and technology increasingly becomes the core component of international competition,placing the research of soft power of science and technology at a strategic height has become a starting point for China to realize its dream of becoming a world leader in science and technology.Although the definition of the concept of soft power of science and technology and the explanation of Joseph Nye's concept of soft power in Chinese academic circles are historically connected and overlap in scope,they have enriched and expanded Joseph Nye's soft power theory.This is done from the perspective of promoting the modernization of the science and technology governance system and governance capacity,according to China's national conditions and development strategies.Keeping pace with the times to realize the localization of the concept is urgent.It is crucial for China to strengthen research on the soft power of science and technology and promote the construction of soft power of science and technology.
