The historical evolution,core issues and promotion paths of China's rural digital culture-related policies can provide a reference basis for subsequent relevant policies,which is conducive to promoting balanced regional development and comprehensively advance the revitalization of rural culture.Taking 111 samples of China's rural digital culture-related policies as the research object,this paper firstly uses statistical analysis to analyse the external features of the policy texts and sorts out their historical evolution,and then uses content analysis to encode the policy contents,and combines with the theory of policy tools to extract the core issues in the four aspects of supply and demand sides,coordinated subjects,institutional environment,and talent support.China's rural digital culture policy should focus on three aspects:strengthening the drive of policy goals,coordinating the proportion of policy tools,and exploring the core of policy themes,and specific measures include:two-way empowerment of supply and demand of digital cultural resources;bringing together culturally diverse subjects to work together;optimizing the internal and external environment for the development of digital culture.
