从岗位胜任力模型出发,梳理南方电网公司配网不停电作业人员培训规范、作业指导书等规程规范,构建了10 kV配网不停电作业人员综合能力评价指标体系.在指标赋权上,采用层次分析法和熵权法结合的主、客观赋权法,使指标权重更加客观准确.使用多层次模糊综合评价法对10kV配网不停电作业人员综合能力进行评价.评价指标体系的建立可为配网不停电作业的精准培训和精益管理提供决策支持.
Evaluation of comprehensive ability of 10 kV distribution network non-power outage operators based on post competency model
Starting from the post competency model,this paper sorts out the training specifications and operation instructions of non-power outage operators in the distribution network of the southern power grid,and builds a comprehensive ability evaluation index system for non-power outage operators of 10 kV distribution networks.In terms of index weights,the subjective and objective weight methods which combine analytic hierarchy process and entropy weight methods are adopted to make the index weights more objective and accurate.Then,the multi-level fuzzy comprehensive evaluation method is used to evaluate the comprehensive ability of 10 kV distribution network non-power outage operators.The establishment of evaluation index system can provide decision support for the precise training and lean management of the non-power outage operation of the distribution network.
