基于三阶段DEA的长江经济带物流效率分析与提升策略

作为引领中国经济高质量发展主力军的长江经济带,其物流业发展对国民经济发展起到至关重要的作用,其物流效率对区域经济高质量发展和优化物流业产业结构具有重要意义.采用三阶段DEA模型对2013-2022年长江经济带11个省市的物流业进行测算,结果表明:长江经济带11省市物流综合效率存在明显差异,其物流效率呈现下游(上海市、安徽省、江苏省)的物流效率值处于较高水平,而上游(重庆市、四川省、贵州省、云南省)的物流产业效率值相比中游和下游一直处于较低水平.据此,提出加强科技创新,提升各省实际效率;加强区域之间合作,带动区域协调发展;加快扩大对外开放力度,突破物流效率瓶颈的发展建议.
Analysis and Improvement Strategies of Logistics Efficiency in Yangtze River Economic Belt Based on Three-stage DEA
As the main force leading China's high-quality economic development,the Yangtze River Economic Belt covers 11 provinces and cities including Shanghai,Jiangsu,Zhejiang,Anhui,Jiangxi,Hubei,Hunan,Chongqing,Sichuan,Yunnan and Guizhou,and spans the three regions of East,central and west Chi-na.Its GDP reached RMB 55.98 trillion yuan in 2022,accounting for 46.3%of China's GDP,indicating that it plays an important strategic role in the overall pattern of regional development.The development of its logis-tics industry plays a vital role in the development of national economy,and its logistics efficiency is of great sig-nificance to the high-quality development of regional economy and the optimization of the industrial struc-ture of the logistics industry.In this paper,a three-stage DEA model was adopted to estimate the logistics industry of the 11 provinces and cities in the Yangtze River Economic Belt from 2013 to 2022.In the first stage,a traditional DEA-BCC model was used to analyze the initial efficiency of the index system established with the original input variables and output variables of each DMU.Since the efficiency value obtained in the first stage was easily affected by environment,random error,management and other factors,the input relaxation variable obtained in the first stage was taken as the dependent variable and environment and random error as the explanatory variables in the second stage for an SFA model regression analysis.On such basis,the interference of environmental variables ignored in the first stage could be calculated and once it was removed from calculation,a more accurate value of logistics efficiency could be obtained.In the third stage,the adjusted input variables were brought into the traditional DEA-BCC model to calculate the logistics efficiency of the Yangtze River Economic Belt again and obtain the adjusted logistics efficiency.The result shows that(1)before the index adjustment,Shanghai,Jiangsu,Zhejiang and Anhui provinces are on the frontiers of logistics efficiency,indicating that the logistics industry has maximized the utilization of resources in these four provinces/cities and other provinces and cities are lacking in terms of coordinated devel-opment.After the index adjustment,the technical efficiency of Shanghai and Jiangxi Province does not change,but the pure technical efficiency of Jiangsu,Zhejiang,Anhui,Hubei,Hunan,Chongqing,Sichuan,Guizhou and Yunnan provinces is higher than the calculation values in the first stage,indicating that the actual technical efficiency of these 10 provinces and cities is better than their performance level,and environmental factors have a promoting effect on them.(2)From the regional perspective,the logistics efficiency of provinces and cities in the Yangtze River Economic Belt varies greatly.The downstream region has high logistics effi-ciency,the middle region is in the middle level,and the upstream region has always suffered from low efficien-cy.(3)Among the provinces/cities,Shanghai and Anhui are the highest ranking among the 11 provinces and cities,while Sichuan,Guizhou and Yunnan are the lowest raking in terms of comprehensive logistics efficiency for a long time.At last,certain suggestions were put forward in order to promote the high-quality development of the Yangtze River Economic Belt region.
