Railway Freight Development Strategy in Northeastern China in Context of"Transshipment of Jilin Commodities by Way of Vladivostok"
The cross-border transportation of goods for domestic sales in the northeastern region of Chi-na not only provides a way out of the bottleneck in the"north-to-south transportation"of commodity in Chi-na,but also plays a key role in promoting the comprehensive revitalization of northeast China.Furthermore,in view of the increasingly tight connection between the revitalization strategy of northeast China and the devel-opment strategy of Russian Far East,it has provided support for China's high-level opening up to the outside world.Railways are the backbone of the Chinese strategic infrastructure and comprehensive transportation sys-tem.In the context of the expansion of the scope of cross-border transportation of goods for domestic sales in Jilin Province and using Vladivostok as the cross-border transfer station of domestic-bound goods,the high-quality development of railway freight transport is of great significance.In this paper,we first systematically re-viewed the development history of the cross-border transportation of domestic-bound goods in Northeast China,and clarified the internal and external development courses from a macro perspective.Then we ana-lyzed the impact of cross-border transfer through Vladivostok on the inherent railway supply of goods in Northeast China,and concluded preliminarily that the railway supply of goods from Jilin to Shanghai,from Ji-lin to Liaoning,and from Jilin to the southern provinces might be affected.Then we analyzed the constraints of the transfer of Jilin's domestic goods through Vladivostok from the two aspects of operational capacity and transportation organization,including long reloading time and low efficiency of railway operations,operation-al capacity of railway ports unable to meet the demand for future domestic trade increases,and backward orga-nizational model of railway cargo sources which ignores the importance of resource integration and lacks over-all thinking,etc.In light of the above problems,we introduced the concept of full-process logistics and supply chain,and proposed the strategies to promote the high-quality development of the railway freight transporta-tion industry in northeast China,including:improving railway operating conditions,shortening reloading op-eration time,and improving port operation efficiency,etc.,in order to continuously enhance railway freight operations capabilities;continuously optimizing the railway cargo transportation organization model by active-ly aligning with the market,launching sea-rail combined transport trains,and cooperating with shipping com-panies;building the comprehensive sea-rail,road-rail multimodal transport hub in combination with national planning,sound node layout,and expanded radius of service,and relying on the railway freight yards in Jilin Province;via multi-party collaboration,improving cargo loading and transportation plans,optimizing the de-sign of transportation equipment,and improving transportation technology level.Through the above strate-gies,we hope to provide some reference for the high-quality development of the railway freight transporta-tion industry in northeast China.
