Research on Sino-Laos Cross-border Logistics Cooperation in Context of"Belt and Road"Initiative
Cross-border logistics is a necessary condition for international trade.Driven by the"Belt and Road"initiative,as trade volume between China and Laos continues to increase,the two countries have also made rapid progress in cross-border logistics cooperation,more specifically in policy cooperation,transporta-tion cooperation,and logistics enterprise cooperation,which,at the same time,has effectively promoted the transformation of Laos from a"land-locked country"to a"land-linked country".However,the cross-border logistics cooperation between China and Laos still faces problems such as imperfect government communica-tion and collaboration mechanism,poor logistics infrastructure,inefficient customs clearance,inconsistent lo-gistics standards,low logistics IT level,and lack of professional talents,etc.In response to these problems,we proposed that(1)The two countries should improve inter-government communication and coordination mechanisms,including the cross-border logistics cooperation communication and coordination mechanism.For example,by establishing a cooperation system,they should focus on Sino-Laos cross-border logistics and establish far-sighted development strategies.As for other logistics-related policies,the two should formulate rules and related standards at the national level.(2)Moreover,they should strengthen the construction of logis-tics infrastructure and customs clearance systems,and with the help of the"Belt and Road"initiative,vigorous-ly develop Laos's transportation infrastructure and customs clearance systems,thereby breaking through the bottleneck in China-Laos cross-border logistics cooperation.(3)The two should cooperate to formulate a lo-gistics standard system based on the logistics standardization system of China,under the leadership of the China Logistics Standardization Management Committee,strengthen the coordination and communication between the relevant logistics standardization departments of China and Laos,and establish a unified China-Laos logis-tics standardization system.(4)They should improve the level of logistics informatization:the relevant depart-ments of China and Laos should take the lead to jointly negotiate and establish a logistics information sharing data platform,sign the logistics + Internet cooperation agreement,strengthen the introduction of advanced technology,facilities and equipment,and with the Chinese logistics information system as the basis,build the systems for data exchange,barcode management,logistics tracking and other systems to realize the sharing of logistics information between China and Laos.(5)The two should jointly cultivate professional logistics talents with a view to developing cross-border logistics services and promoting the economic and trade cooperation between China and Laos.
