我国绿色快递业效率评价及时空演化分析

依据"十四五"规划提出的推动快递业高效、绿色发展要求,以2017-2021年我国快递业为研究对象,运用超效率SBM—DEA模型构建投入产出体系,测度快递业绿色发展静态效率值,利用全局参比Malmquist指数对全要素生产率进行分解,研究绿色快递业动态变化趋势.并选取截面数据绘制绿色发展效率的空间分布图,进一步分析我国绿色快递业效率的空间变化.研究发现,我国快递业绿色效率水平处于不断提升的状态,但绿色效率水平仍然偏低,呈现出"东部>西部>中部"的阶梯式递减分布,不同地区之间发展不平衡、不协调的问题十分突出;不同省份之间快递业绿色效率存在较大的差异,且大部分省份的效率值尚未达到有效水平,存在投入冗余、产出不足以及不均衡发展的变化趋势.时序演变上,我国快递业TFP主要的影响因素是技术进步.空间维度上,绿色快递业中高效率水平逐渐由中部地区向东南沿海方向移动,但高效率水平城市仍处于较为集中状态.针对研究结果,结合我国快递业的实际发展状况,提出相关建议,以期促进我国快递业绿色协调发展.
Efficiency Evaluation and Spatial-temporal Evolution of Green Express Delivery Industry in China
As an emerging modern service industry,the express delivery industry has an important role to play in promoting economic growth and industrial upgrading.The Express Industry Development Plan for the 14th Five-Year Period lays down the positioning and role of the express delivery industry and clari-fies its development goals in the six aspects of service quality,scale and strength,industrial synergy,safety su-pervision,green environmental protection and governance efficiency.Therefore,it has certain theoretical and practical significance to objectively evaluate the green development level of the express delivery industry in China to provide suggestions and basis for government policy-making.Following the requirements of promoting the efficient and green development of the express delivery industry proposed in the"14th Five-Year Plan",taking the express delivery industry in China from 2017 to 2021 as the research object,we used the super-efficiency SBM-DEA model to build an input-output sys-tem and measure the green development static efficiency of the express delivery industry,and the global ref-erence Malmquist index to decompose the total factor productivity and study the dynamic change trend of the green express delivery industry.Next,with cross-sectional data,we drew the spatial distribution map of the green development efficiency of the express delivery industry in China,and further analyzed the spatial changes in the efficiency of the green express delivery industry.The study found that the green efficiency lev-el of the express delivery industry in China is in a state of continuous improvement,is however still rather low,and shows a cascading decrease pattern of"east>west>central",which highlights the imbalance and lack of coordination across the regions;there are large difference in the green efficiency of the express deliv-ery industry among the provinces,and most provinces have not yet reached an effective level,showing the tendency of redundant input,insufficient output,and uneven development.In terms of temporal evolution,the main influencing factor of the total factor productivity of the express delivery industry in China is techno-logical progress.In spatial dimension,the efficiency level of the green express delivery industry gradually rises from the central region to the southeastern coast region,but cities with high efficiency levels are still relative-ly concentrated.Based on the research results and in combination with the actual development status of the express delivery industry in China,we proposed to give full play to the radiation and driving effect of high-efficiency regions,improve the green development level of the express delivery industry in low-efficiency regions,and promote coordinated and stable development across different regions to eliminate the existing imbalance in the express delivery industry in China.Furthermore,in view of the situation that current ex-press delivery facilities struggle to meet the demand of today's market,we suggested that we reform and inno-vate the efficiency of green technology,improve the modernization level and capabilities of the regional green express delivery governance system,etc.,in order to promote the coordinated development of the green express delivery industry in China.
