区域智慧物流发展水平评价指标体系构建

在对国内外区域物流、区域智慧物流评价体系相关研究进行综述的基础上,结合评价指标体系构建中存在的问题,遵循指标选取的原则,从物流经济、物流基础设施、物流业务量以及智慧物流中的"智慧"4个维度,构建了包括4个一级指标和24个二级指标的区域智慧物流发展水平评价指标体系,完善了以往的相关指标.在此基础上,建立了基于熵权-灰色度关联法的区域智慧物流发展水平评价模型,提出了评价思路,基于天津市、深圳市、上海市、宁波市、武汉市和郑州市等六个地区2020-2022三年的相关数据,对其智慧物流发展水平进行了评价,本研究可以为我国区域智慧物流发展提供导向.
Construction of Regional Smart Logistics Development Level Evaluation Index System
Logistics is a complex service industry that integrates the functions of transportation,warehous-ing,and information,etc.,and is an important part of the national economy.With the continuous integra-tion and development of the logistics industry and modern information technology,smart logistics has be-come an inevitable trend in the development of the logistics industry."Smart"is reflected in the informatiza-tion,automation,and intelligence of all links in the entire logistics process,thereby improving logistics effi-ciency,reducing logistics costs,and promoting the construction of a green,low-carbon,safe,and efficient modern logistics system.In order to actively promote the development of smart logistics,the national govern-ment has issued a series of supportive policies and documents.Local governments have also formulated more targeted and specific development strategies and plans based on this,hoping to enhance their local competi-tiveness and promote economic development through the development of smart logistics.However,there is currently a lack of systematic indicators and models for the comprehensive evaluation of the development level of the smart logistics industry.Therefore,it is difficult for local governments to make an objective evalu-ation of the actual development level of the smart logistics industry in their locality.Based on a review of the relevant research literatures on regional logistics and regional smart logistics evalu-ation systems both at home and abroad,in combination with the problems existing in the construction of the evaluation index system,following the principle of index selection,and from the four dimensions of logistics economy,logistics infrastructure,logistics business volume and the"smart factors"of smart logistics,we con-structed an improved regional smart logistics development level evaluation index system including 4 primary indicators and 24 secondary indicators.On this basis,we established a regional smart logistics development level evaluation model based on the entropy weight-gray correlation method,and presented the evaluation ideas.Based on the relevant data of Tianjin,Shenzhen,Shanghai,Ningbo,Wuhan and Zhengzhou from 2020 to 2022,we evaluated the development level of the smart logistics industry in the six cities.This study could provide guidance for the development of the regional smart logistics industry in China,quantify the re-gional smart logistics development level,help local government objectively evaluate the development of the local smart logistics industry,quickly and accurately recognize its own advantages and disadvantages,and ac-cordingly formulate more targeted policies to promote the development of smart logistics.At the same time,it is also conducive to the integration of resources in various logistics links,thereby improving operational ef-ficiency,reducing operating costs,and promoting the accelerated transformation and upgrading of the logis-tics industry in China.
