摘要
发展农产品流通产业是促进农业农村现代化以及推动乡村振兴的重要保障,农产品流通业的发展面临着提升效率和降低碳排放两大问题,探讨来自技术、组织以及环境层面的因素所形成的组态路径,有助于提出考虑碳约束时农产品流通效率提升的相关策略.从组态视角出发,将二氧化碳排放量作为非期望产出指标,运用DEA度量碳约束下的农产品流通效率.基于QCA方法探讨来自技术-组织-环境三方面的因素对提升农产品流通业效率的联动效应.研究发现:单一因素不是产生农产品流通高效率的必要条件,也并非是农产品流通效率提升的阻碍因素;在全国层面下共存在三条组态路径驱动农产品流通效率提升,分别为"技术引领型""技术-组织协同型"和"技术-环境协同型",其中技术层面因素均作为核心条件存在;农产品流通低效率仅有"技术缺失型"一种,人力资源和环境规制作为核心条件存在并没有促进农产品流通效率提升.
Abstract
The circulation efficiency of agricultural products will be comprehensively affected by various factors such as technology,organization and environment(TOE),which are different across the provinces,re-sulting in unbalanced development of the agricultural product circulation industry,so it is difficult to synchro-nize the improvement path of agricultural product circulation efficiency.Exploring the configuration path en-compassing factors such as technology,organization and environmental is helpful to formulate relevant strate-gies to improve the circulation efficiency of agricultural products.From the perspective of configuration,we took carbon dioxide emissions as the index of non-expected output,and used the Super-SBM model to estimate the circulation efficiency of agricultural products in 30 provinces and cities in China from 2011 to 2021.On such basis,with the aim of improving the circulation ef-ficiency of agricultural products,we selected three influencing factors including technology,organization and environment within the TOE theoretical framework,and analyzed the configuration effect of different fac-tors on the circulation efficiency of agricultural products using qualitative comparative analysis(QCA).The research shows that(1)the circulation efficiency of agricultural products considering carbon emission shows obvious regional difference,with high efficiency in eastern and central China and low efficiency in western China.The increase rate of circulation efficiency in 2016-2021 is greater than that in 2011-2015;(2)the development process of agricultural product circulation industry is affected by many factors such as technology,organization and environment,but a single factor is not a necessary condition to promote or re-strict the improvement of agricultural product circulation efficiency under the constraint of carbon emission;(3)on a national level,there are three configuration paths that can drive the improvement of the circulation efficiency of agricultural products,namely the technology-led path,technology-organization collaborative path,and technology-environment collaborative path,with the technology factor as the core condition;(4)there is only one configuration path for low circulation efficiency of agricultural products,namely lack of technology.In this case,human resources and environmental regulation as core conditions can not improve the circulation efficiency of agricultural products,a typical case of which is the western China.Finally,based on the research conclusions,we proposed policy recommendations to improve the circula-tion efficiency of agricultural products under carbon constraints.
