Measurement of Development Level and Research on Development Path of Rural Logistics in Shaanxi Province under Strategy of Rural Revitalization
As a major agricultural province in Northwest China,Shaanxi Province's rural logistics develop-ment is of great significance to rural revitalization,urban-rural integration and regional coordinated develop-ment.At present,the development of rural logistics in Shaanxi Province performs well,but is still facing some problems,such as inadequate provision and low coverage rate of logistics infrastructure;scattered and unconnected logistics resources awaiting in-depth integration;limited standardization in packaging,distribu-tion,quality and other aspects of agricultural products logistics services;and insufficient application of digital technologies.On the basis of an in-depth analysis of the development status and shortcomings of the rural logistics de-velopment in Shaanxi,in order to further explore the different situations in rural logistics development,we used the entropy weight-based TOPSIS method to construct the rural logistics development evaluation in-dex system from four dimensions,namely economic development,logistics scale,infrastructure and informa-tization degree,and evaluated the status of rural logistics development at the municipal and county levels in the province in 2022,finding that the prefecture-level cities with higher level of rural logistics development(except the provincial capital)mostly relied heavily on their rich natural resources and formed relatively ma-ture industrial clusters,driving their vigorous rural logistics development;prefecture-level cities with medi-um level of rural logistics development mostly have good economic strength and solid transportation founda-tion,but,in terms of logistics service and facilities,are unbalanced across the counties and villages under their jurisdiction,thus dragging down the pace of the transformation and upgrading of the rural logistics industry;limited by geographical conditions,development orientation and resource input,prefecture-level cities with low level of rural logistics development mostly lag behind their counterparts in the province by a large mar-gin in terms of logistics infrastructure and economic development;and counties with higher level of rural lo-gistics development are mostly based on their own resource endowments and have formed characteristic and advantageous industries,creating huge gap between the strong and weak county units in terms of rural logis-tics development and exposing the imbalance and inadequacy of regional development.Based on the above findings,in light of the shortcomings of the rural logistics development in Shaanxi and the gaps in the evaluation results in different dimensions,we proposed from the four aspects of logistics infra-structure,logistics integration mode,logistics service standards,logistics information,a series of suggestions and recommendations to support the rural logistics development in Shaanxi.
