港口一体化对港城耦合协调度影响研究

构建了新型关系下的港城耦合协调评价指标体系,定量分析了"一港多城"下同一港口与不同城市的港城耦合协调度,利用HCW模型拟合得出港口一体化对港城耦合协调度的影响,并以宁波舟山地区为例进行数值分析,结果表明宁波舟山港一体化提升了宁波舟山地区的港城耦合协调度,且其促进效应逐年增强.最后运用障碍度模型分析了港城耦合协调度的障碍因子变化,并提出了相关建议.
Study on Influence of Port Integration on Port-city Coupling Coordination
With the progreess of economic globalization,ports continue to grow in scale,which leads to homogeneous competition among the ports.In order to alleviate the impact of this phenomenon,the Chi-nese policy maker begins to promote port integration.Once the integration process is initiated,a port can have branches in two or even more cities,which turns the interactive relationship between the port and city from"one(port)to one(city)"to"one(port)to many(cities)".Thus,it is of great practical significance to study the coordinated development of ports and cities in the light of such new relationship.In this paper,we introduce the coupling coordination model,regression control method(HCW method)and barrier degree model.Then,after going over the relevant literature on port integration,port-city inter-action,and port-city interaction under port integration,we summarize the impact of port integration on port-city interaction into four aspects:economy,logistics,ecology,and space.Next,using literature analysis,theoretical analysis,and frequency statistics,etc.,we set up the port-city coupling coordination index system under port integration,which includes 8 primary indicators and 25 secondary indicators.Subsequently,taking the Ningbo-Zhoushan area as an example,where Ningbo-Zhoushan Port has two branches respectively located in Ningbo City and Zhoushan City,forming a"one to two"relationship as aforementioned,we examine quantitatively the coupling coordination degree between the port and the two cities,use the regression control model(HCW method)to construct the counterfactual group,and by com-paring the difference between the actual data and the counterfactual value,evaluate the impact of port inte-gration on the degree of coupling coordination between the port and the two cities.Finally,using the barrier degree model,we analyze the changes in the barrier factors of the port-city coupling coordination degree.Through a numerical example,it can be seen that the implementation of the port integration policy is con-ducive to strengthening the overall freight capacity of the port,improving the logistics service level of the port and the cities,promoting the growth of urban freight volume and total import and export volume,and driving the development of the cities.Port integration can also effectively prevent the homogeneous develop-ment of the port shipping industry between the cities,promote the cities to develop characteristic industries according to their strength,realize the upgrading and transfer of the shipping industry,and optimize resourc-es allocation.This process can promote the development of the port and the cities and improve their cou-pling coordination.
