A Quantitative Look at Logistics Resilience and Its Influential Factors in Southwest China in Context of Digital Economy
Logistics resilience,which refers to the ability of a logistics system to quickly recover and con-tinue operating in the face of internal and external risks,is crucial for building a flexible,efficient,and risk-resistant logistics network by integrating resources across the system.In this study,we focused on the resil-ience of the logistics industry in the southwestern region of China from 2013 to 2022,a period coinciding with the rise of China's digital economy,to provide data support for exploring the relationship between the digital economy and logistics resilience.In the context of the rapid development of the digital economy,we constructed for the first time the logistics resilience index system and digital economy index system for the southwestern region of China,used the entropy method to objectively assign weight to each evaluation in-dex,and scientifically evaluated the logistics resilience and digital economy development level of each prov-ince/city in the southwestern region,ensuring the objectivity and accuracy of the results obtained.Next,through a regression analysis,we further revealed the impact mechanism of the digital economy on logistics resilience.The study indicated that the level of logistics resilience in the southwestern region of China is un-balanced,reflected as the cross-regional difference in logistics infrastructure,management level,and techno-logical innovation capabilities,suggesting the need for regional coordination and well-rounded development in future policy-making;the digital economy has significant driving effect on the improvement of logistics resilience;and the application of the Internet and digital finance has optimized the development route of the logistics system and enhanced its capabilities in risk prediction and response.Moreover,we found policy sup-port,economic development level,and urbanization level also key factors affecting the resilience of the logis-tics industry and although human capital has positive impact on improving logistics resilience,it is not as sig-nificant as other factors,which may be related to the lack of talent attraction and unreasonable talent struc-ture of the logistics industry;and at the same time,environmental pollution has hindered the improvement of logistics resilience to a certain extent.Based on the above conclusions,we proposed a series of suggestions for improving logistics resilience in the southwestern region,including creating a logistics growth with loca-tional advantages,fully leveraging the"synergistic driving"effect,adapting to the technological innovation of logistics through the optimization of the technological environment driven by the digital economy,empow-ering the improvement of logistics resilience through"policy preference+economic drive",emphasizing the provision of high-quality logistics talents,and strengthening environmental governance to develop green lo-gistics.
