Research on Configuration Path of Regional Logistics High-quality Development Based on TOE Framework
The Outline of the 14th Five-Year Plan clearly points out that China is currently in a critical development transition period,and stresses the necessity,and proposes to strengthen coordinated regional de-velopment.However,problems such as poor economic circulation and unbalanced regional development make the actual transformation process difficult,and logistics,as an important link in regional economic cir-culation,plays an important role in promoting the high-quality development of regional economy.Based on the theoretical framework of technology-organization-environment(TOE)and taking 30 prov-inces and cities in China as research cases,we measured the total factor productivity of China's logistics in-dustry from 2018 to 2022 through the DEA-Malmquist index analysis method,and revealed the differences in development efficiency among different regions.Through the fuzzy set qualitative comparative analysis method(fsQCA),we identified the key influencing factors from the perspective of configuration,outlined the complex relationship between multiple dimensions and multiple factors and the combination effect of the factors,and explored the multiple realization path of high-quality development of regional logistics.The results show that R&D investment,management level,government support and network infrastruc-ture are the core factors to improve the high-quality development of regional logistics in China.Through analysis,four high-level configuration paths are delineated,namely government-network type with high government support and good network basic environment,government-enterprise type with indepht in-volvement of high-standard regional logistics enterprises,balanced type which is influenced by government,Internet environment and regional economic environment,and technology-research and development type with high research and development investment.Besides,there are three non-high-level configuration paths,namely,enterprise-organization constraint path,network-environment path and organization-environment constraint path,and the study on the three paths shows that high-standard enterprises alone can not promote high-quality development;the environ-mental factor is not enough to support high-standard development;interaction between logistics and trans-portation technology and Internet environment can not power high-quality development.Based on the perspective of configuration path,we applied the TOE framework to examine the macro-economic system,which enriches the method and perspective of regional logistics research,and the research result reveals that the system mechanism and realization path of high-quality development should be con-structed from multiple aspects,the development of regional logistics should be diversified,the resource en-dowment of each region should be fully considered and leveraged,and the high-quality development and construction path should be selected to fit local conditions.
