Optimization of Port Resource Allocation in Context of Provincial Port Cluster Integration
Due to the increasing negative impact of structural and regional overcapacity on the healthy and sustainable development of China's port industry,the integration of regional port resources has become a key measure to optimize the port supply structure and promote the coordinated development of regional ports.Based on the"one province,one port"strategy,the integration of provincial port clusters is the main way to integrate regional ports in China today.Against the background of the integration of provincial port clusters,we analyzed the structural and regional overcapacity problems faced by China's port industry and pointed out that the integration of regional port resources was the key to optimizing the port supply struc-ture and promoting the coordinated development of regional ports.Next,we proposed the definition and measurement method of port cluster accessibility.Taking the maximization of port cluster accessibility as the goal,and comprehensively considering the synchronized optimization requirements of resource layout at port nodes and in the land-side transportation system represented by inland stations and the mutual influence of decisions between provincial port groups and shippers,we constructed a bi-level programming model to describe the interactive feedback relationship between the resource layout decision-making of provincial port clusters and the path selection of shippers in the hinterland for exporting goods.The upper-level model was the port resource layout optimization model,and the lower-level model was the shipper path selection model.Then,we solved the model by the genetic algorithm,and obtained the optimal resource layout plan for the port cluster.Finally,taking the port cluster in Zhejiang Province as an example,and using the pro-posed model,we obtained the optimal resource layout plan for the port cluster.The results show that with the optimal resource allocation,including the allocation of the annual throughput capacity of inland stations and port berths,and the average loading and unloading capacity of ships,the accessibility of the port cluster has significantly improved compared to before optimization,and the total scale of resource input in the port cluster has also increased.The empirical analysis proves that the proposed method can effectively solve the problem of optimizing the resource layout for port clusters,enhance the competitiveness of port clusters,and effectively assist decision-makers in implementing the optimization decision of port resource allocation.
