在总结多式联运和协同治理内涵特征的基础上,探讨了多式联运在推动交通运输高质量发展中的关键作用及其面临的现实挑战,包括环境保护、降低碳排放、提升运输效率和减少对环境的负面影响等.进而探讨了多式联运的动力机制,包括部门联运的信息联通、区域联运的"一单制"和"一箱制"服务体系,以及货源联运的运输物资路线选择.在治理逻辑方面,强调了跨部门物流信息共享的重要性,以及"一单制""一箱制"在协调发展中的作用.实践逻辑部分则关注货源联运发展的路线选择,强调了根据货物特性制定合适的运输策略的必要性.最后,通过三个案例实证分析了多式联运在优化交通运输结构中的作用,包括区域信息联通、"一单制""一箱制"的发展,以及联运货源路线规划.这些案例展示了多式联运在提升物流效率、降低成本和促进区域经济发展中的潜力.
Abstract
Multi-modal transport,as a key support for the China's strategy of building a country with great transport strength and the development of a comprehensive transportation system in the new era,has not only promoted logistics connections between countries along the routes and many regions in China,such as Central China,the Yangtze River Delta area,the Northeastern port group and the Beijing-Tianjin-Hebei region,but also optimized the transport structure,improved logistics efficiency and reduced logistics costs by integrating the transport resources of railways,waterways and highways,on the basis of which it has established its core position in modern logistics and is of great significance to global trade and economic de-velopment.By summarizing the connotations and features of multi-modal transport and collaborative governance,we discussed the key role of multi-modal transport in promoting the high-quality development of transporta-tion and the practical challenges it faced,including environmental protection,reduction of carbon emissions,enhancement of transport efficiency,and reduction of negative impacts on the environment.Moreover,we explored the driving mechanisms of multi-modal transport,including information connectivity for com-bined transport between sections,the service systems of one cargo waybill mode and one container mode for combined transport between regions,and the route selection of transport materials for combined transport between suppliers.Regarding the logic of governance,we emphasized the importance of logistics information sharing be-tween sections and the role of one cargo waybill mode and one container mode in coordinated develop-ment.Regarding the logic of practice,we focused on the route selection for the development of combined transport between suppliers,emphasizing the necessity of developing appropriate transportation strategies ac-cording to the characteristics of the cargo.Finally,we analyzed the role of multi-modal transport in optimizing transport structure with three cases,including regional information connectivity,the development of one cargo waybill mode and one container mode,and the route planning of combined transport between suppliers.All these cases demonstrated the po-tential of multi-modal transport in enhancing logistics efficiency,reducing logistics costs and promoting re-gional economic development.In summary,multi-modal transport,as an advanced transport mode,plays an important role in achieving high-quality development of transportation.Through cross-departmental cooperation,information sharing and technology application,multi-modal transport can improve logistics efficiency,reduce costs and pro-mote environmental protection,which is a key strategy for building a country with great transport strength and promoting economic development.
