An Analysis of Practical Ways to Improve the Level and Capacity of Social Governance in Community Level——Taking the City of Urumqi as an example
The Party's 20th National Congress report points out in the part of"Promoting the modernization of the national security system and capacity,resolutely maintaining national security and social stability"that we should improve the so-cial governance system and enhance the effectiveness of social governance.The level and capacity of the primary level so-cial governance in Urumqi have been improved to a certain extent in recent years.However,there are still problems,such as,insufficient role of Party building in guiding grassroots governance,insufficient supply of grass-roots public services,incomplete standardized grass-roots governance mechanism,and poor quality and ability of grass-roots governance teams.In view of the above problems,it is necessary to further strengthen the party's guidance to grass-roots governance,establish a good grass-roots public service supply mechanism,improve and perfect the grass-roots social governance sys-tem,improve the socialization,law-based,intelligent and professional level of grass-roots governance,and comprehensive-ly improve the level and capacity of grass-roots social governance in Urumqi.
