As an integral part of high-quality educational development,the advancement of rural basic education quality is beneficial for enhancing the human capital quality needed for rural revitalization strategies.The 20th National Congress of the Communist Party of China emphasized the goal of"providing satisfactory education to the people"which includes"pro-moting the digitization of education and building a learning society and a learning-oriented country for lifelong education for all".This paper analyzes the core essence of high-quality rural basic education development based on fundamental dimen-sions,core goals,and the needs of the era.It elucidates the theoretical mechanism of digital-driven high-quality rural basic education development through capital deepening,economies of scale,scope economies,and technological innovation ef-fects.Taking rural schools in Xi'an as an example and combining surveys aimed at teachers and students,the study finds that the quantity of digital infrastructure in rural Xi'an exceeds the quality,the supply of digital educational resources in ru-ral areas has not yet met the teaching needs,rural teachers have a strong willingness to adopt digital teaching methods,and digital teaching management and evaluation methods are relatively widespread in rural areas.Facing the challenges of fund-ing,resources,capability,and organizational barriers in the driving process,the paper proposes development paths such as leveraging government leadership,promoting precise supply-demand matching,enhancing digital literacy of teachers and students,and driving the renewal of educational concepts and forms through smart education.
