脱贫攻坚与乡村振兴耦合协调关系研究——基于陕西省29个县(区)数据

摘要
"十四五"时期是实现巩固拓展脱贫攻坚与乡村振兴有效衔接的历史关键期.以陕西省2020年脱贫的29个县(区)为研究对象,基于因子分析法,构建脱贫攻坚与乡村振兴耦合协调的综合评价指标体系,运用耦合协调度模型,测度两者的综合水平及耦合协调度.根据测度结果,从产业、人才、文化、生态、治理五个方面提出实现路径,以期对陕西省相关县(区)加快实现巩固拓展脱贫攻坚成果与乡村振兴有效衔接提供参考借鉴.
Abstract
The"14th-Five-Year Plan"period is a historical critical period for consolidating and expanding poverty alle-viation achievements and effectively connecting them with rural revitalization.Taking the 29 counties(districts)in Shaanxi Province that has been lifted out of poverty in 2020 as the research object,based on factor analysis,a comprehensive evalu-ation index system of coupling and synergistic relationship between poverty alleviation and rural revitalization is constructed.By use of the Coupling and Synergistic Modal(CSM),the comprehensive level and coupling and synergistic relationship de-gree between poverty alleviation and rural revitalization is measured.Finally,according to the measurement results,the real-ization path is proposed from five aspects such as industry,talent,culture,ecology and governance,with an aim to provide reference for the relevant counties(districts)in Shaanxi Province to accelerate the consolidation and expansion of poverty al-leviation achievements and the effective connection with rural revitalization.
