教育数字化转型助推高等教育强国建设的逻辑、困境和策略

On the Logic,Dilemma,and Strategies of Digital Transformation in Education to Advance the Development of a Strong Higher Education Nation

高等教育既是教育强国的龙头,也是高质量教育体系的重要组成部分.随着信息技术的不断发展,高等教育走上了数字化深刻转型的实践之路.虽然数字技术在教育变革中发挥着重要作用,但在高等教育数字化推进过程中仍然面临教育与技术协同演化、师资队伍转型、跨越数字鸿沟、信息安全保护等方面的困境与挑战.基于高等教育数字化转型所面临的樊笼,从历史、理论与实践维度梳理逻辑旨归,提出以教育质量为核心、以人才培养为目标、以技术创新为驱动、以顶层设计为指引、以国际视野为窗口,探究优化教学内容和教学质量、数字思维和安全建设、教学评估和教育治理、政策环境和国际发展的现实路向,有力助推教育强国建设.
Higher education not only plays a leading role in building a strong education nation,but also acts as an im-portant component of the high-quality education system,and with the continuous development of information technology,higher education has embarked on a practical path of profound digital transformation.Although digital technology plays an im-portant role in educational transformation,the digitalization of higher education still faces challenges and difficulties in areas such as the co-evolution of education and technology,the transformation of the faculty,the bridging of the digital divide,and the guarantee of information security protection.Based on the constraints faced by the digital transformation of higher ed-ucation,this paper outlines the logical objectives from historical,theoretical,and practical dimensions and it proposes a con-cept centered on educational quality,aimed at talent cultivation,driven by technological innovation,guided by top-level de-sign,and viewed through an international perspective with the aim to explore practical pathways for optimizing teaching con-tent and quality,developing digital thinking and security,improving teaching evaluation and educational governance,and enhancing policy environments and international development,ultimately to effectively promote the construction of a strong education nation.
