On the Necessity and Feasibility of Local Legislation on the Protection of Intangible Cultural Heritage in Minority Areas(I):necessity and feasibility
The intangible cultural heritage(ICH)in ethnic minority areas is not only the carrier of the inheritance of ethnic history,culture and spiritual traits,but also a valuable resource for developing the tourism industry.The promulgation of intangible cultural heritage law provides the system guidance for the protection,inheritance and development of ICH in minority areas,however,the difficulties of the protection and inheritance of the ICH,the diversity characteristics and the expectation of developinging and using the ICH in ethnic minority areas reveal the inevitability of autonomous legislation of ICH protection in ethnic minority areas in the framework of the national ICH law.This kind of legislation obtains the system space of superior law,a large number of legislative precedents,and the practical experience of ICH protection as references.
