In 1925,there were two major disasters in Yunnan:the earthquake in 7 counties such as Dali and the frost disaster affecting 37 counties.The two disasters caused great loss of life and property,and triggered a famine in the province after the disaster.Because the passive response of the central government in disaster relief,the Yunnan provincial government was forced to become the protagonist of disaster relief,setting up specialized and organized disaster relief agencies,and integrating various resources to implement relief through extensive social mobilization.The disaster relief of this great famine is very typical in Yunnan during the Republic of China.In-depth analysis of the disaster relief activities of various forces is still of reference significance for disaster prevention,mitigation and post-disaster treatment today.
