Member-driven in the multilateral trading system is a specific concept integrating multiple perspectives. It is a mode of WTO internal governance,a means of negotiation and decision-mak-ing,and an institutional safeguard of Member States'economic sovereignty.Along with the devel-opment and evolution of the multilateral trading system, the logical veins of member-driven provide fundamental momentum for the system's establishment and development. The main motives of member-driven are state interests and the dominant power of multilateral trade rules.During the evolution of the member-driven multilateral trading system, features such as member categoriza-tion,the multi-track system and non-balance have appeared, and a few developed Members have always controlled the creation and development of multilateral trade rules. The two types of gener-ally asymmetrical member-driven forces have resulted in democratic deficits and structural imbal-ances in the multilateral trading system, triggered WTO internal governance crises, affected the prospects for cooperation among WTO Members, and restricted the process of WTO reform and rule modernization.
