    The Impact of COVID-19 on Economic Globalization and the WTO and Suggestions for China's Solutions

    查看更多>>摘要:COVID-19 is spreading human suffering worldwide.Although the size and persistence of the economic impact is unknowable,it has become clear that it has the potential to derail eco-nomic globalization.The World Trade Organization(WTO),as one of the important organizations for global economic governance,was already facing severe challenges before the outbreak,and the COVID-19 pandemic has caused it to experience an existential crisis.After struggling with the challenge of COVID-19 and returning to work and production,China began to contribute its experi-ence and assistance to the global response to COVID-19.However,it was faced with the absurd situation of the United States stigmatizing the name of the virus and demanding compensation from China by using the pandemic as an excuse.Many of the United States'destructive actions led to a sharp decline in China-US relations.Facing the international environment's"darkest hour",this paper will analyze and judge the impact of COVID-19 on the world economy,economic globalization and the WTO,as well as how China should face these challenges.

    查看更多>>摘要:An important way for COVID-19 to comprehensively and significantly impact the global economy is for it to interrupt or destroy global value chains,mainly by affecting trading in intermedi-ate goods among various countries,specifically including the"linkage","bullwhip",and"binary marginal"effects.In the short term,COVID-19 will impact production,industries and countries with different global value chain characteristics to different extents,with its maximum influence on coun-tries at the core of regional value chains.In the medium and long term,the"domestic"trend of val-ue chains may reappear or intensify as a result of the pandemic.When faced with COVID-19,peo-ple have continually realized that the partial interruption or collapse of global value chains will soon result in the failure of the entire production system.Therefore,in the future,new solutions regard-ing global value chain management must be pursued by considering both efficiency and safety.

    查看更多>>摘要:The global economic and trade landscape has currently changed,and the necessary reform of the WTO has become the consensus of member states.As of May 2019,the United States,Japan,and the EU had issued six joint ministerial statements on WTO reform.It is worth noting that some issues in these statements are not simply involved with their coordinated posi-tions,rather have become the topic of their joint actions which are in the process of being shaped or have already taken shape.This article analyzes the reform ideas commonly agreed to by the world's major economies,especially the United States,Japan,and the EU,and their causes,aim-ing at providing insights for China in their bid to drive future WTO reform negotiations to a direction in favor of China's development.

    查看更多>>摘要:As the US continues to block the appointment of new Appellate Body members,the dispute settlement system of the WTO is in great danger and members have limited time to work out solutions before its paralysis.History of the GATT/WTO dispute settlement revealed that politi-cal interference has been a longstanding threat to the independence and impartiality of the adjudi-cate body as well as a handy weapon for certain members to increase leverage in negotiations.It is expected that the US will continue this opportunist blockage with no concrete requirements in order to undermine the gains of the Uruguay Round and reduce the current DSS(dispute settle-ment system)to GATT-style power bargains.To prevent the destructive deadlock of the whole sys-tem,it is necessary for members to enforce interim plans to revitalize the DSS and advance WTO reform using a multilateral approach so that the WTO can rebalance its functions as a negotiation forum and a quasi-judicial organ while also maintaining the accountability provided by its rules-based DSS.

    查看更多>>摘要:Member-driven in the multilateral trading system is a specific concept integrating multiple perspectives.It is a mode of WTO internal governance,a means of negotiation and decision-mak-ing,and an institutional safeguard of Member States'economic sovereignty.Along with the devel-opment and evolution of the multilateral trading system,the logical veins of member-driven provide fundamental momentum for the system's establishment and development.The main motives of member-driven are state interests and the dominant power of multilateral trade rules.During the evolution of the member-driven multilateral trading system,features such as member categoriza-tion,the multi-track system and non-balance have appeared,and a few developed Members have always controlled the creation and development of multilateral trade rules.The two types of gener-ally asymmetrical member-driven forces have resulted in democratic deficits and structural imbal-ances in the multilateral trading system,triggered WTO internal governance crises,affected the prospects for cooperation among WTO Members,and restricted the process of WTO reform and rule modernization.
