天下英才观视野下我国引才聚智作用机理研究

摘要
高端人才智力作为创新资源和科技引擎已成为全球共识,但国际高端人才智力的流动却面临着与日俱增的掣肘与阻力.立足我国高质量发展的新阶段,以"聚天下英才而用之"的视野审视引才聚智的全球竞争与国内实践,基于其作用机理分析国际人才集聚动因和重点面向,围绕引、用、育、留探讨全球引才聚智的作用背景、作用点、作用力和作用方式,在把握现状和未来趋势基础上,探讨我国引才聚智的比较优势,提出强化政策导向、健全引才机制、改善配套措施和提升濡化能力等建议,为新时代凝聚全球一流人才提供中国方案.
Abstract
It has become a global consensus that high-end talents serve as innovation resources and technology engine.But the flow of international high-end talents is facing with increasing constraints and obstacles.Based on the new stage of China's high-quality development as background,this paper reviews the global competition and domestic practice of attracting high-end talents from the view of"Gathering the World's Talents and Using Them",analyzes the motivation and focus of global talents agglomeration according to its mechanism of action.On the basis of discussing the current situation and future trend,the crucial points and application modes of attracting high-end talents in the world in terms of their introduction,use,cultivation and retention,it explores the comparative advantages of attracting high-end talents in China,and proposes such measures as strengthening policy guidance,perfecting talent introduction mechanism,improving supporting measures and enhancing the ability of naturalization so as to provide Chinese solutions for gathering global high-end talents in the new era.
