全球安全倡议视角下中国开展国际执法安全合作的机遇、挑战与路径

摘要
当前,在以国际执法安全合作推动落实全球安全倡议过程中,存在虚假报道影响中国警方国际形象、单边主义影响执法安全合作成效、新兴挑战影响全球安全治理规则等困难挑战.建议统筹推进倡议体系的衔接配套、主动塑造积极健康的国际舆论、打造执法安全合作的样板工程、强化执法安全合作的科技赋能、推动涉外法治工作的不断完善、加强执法安全合作的理论创新,助力全球安全倡议成为构建普遍安全的人类命运共同体的重要支撑与现实路径.
Abstract
At present,there are difficulties and challenges in the process of implementing global security initiatives through international law enforcement cooperation,including disinformation affecting the international image of Chinese police,unilateralism affecting the effectiveness of international law enforcement cooperation,and emerging challenges affecting global security governance rules.This paper recommends coordinating and promoting the bridg-ing package of the initiative system,proactively shaping a positive and healthy international public opinion,building a model project for law enforcement and security cooperation,strengthening the scientific and technological empowerment of law enforcement and security cooperation,promoting the continuous improvement of foreign-related rule of law work,and strengthening theoretical innovation in law enforcement and security cooperation,so as to help global security initiatives become an important support and practical path for building a community of shared future for mankind with universal security.
