摘要
警察荣誉制度,是国家和公安机关关于人民警察荣誉的设置、评选、颁授、管理、保障和监督等方面工作的实体和程序上的法律法规、政策制度和措施办法的总和,是国家荣誉制度体系的重要组成部分.针对当前警察荣誉法律体系尚未健全、责任分配和权利保障救济规则阙如、宣传教育效果不彰等现实困境,通过原因剖析,提出加强顶层设计、完善法律体系、优化制度建设、健全保障机制、明确责任分配、强化救济监督、构建警察荣誉文化、做好荣誉宣传工作等建议.
Abstract
As an important component of the national honor system,the police honor system is the sum of substan-tive and procedural laws,regulations,policy systems,and measures related to the establishment,selection,award,management,guarantee,and supervision of police honors by the state and public security organs.In response to such current difficulties as imperfect police honor legal system,lack of rules for responsibility allocation,rights protection and relief measures,and ineffective publicity and education,this paper analyzes their causes and proposes the following improvement approaches,including strengthening top-level design,improving the legal system,optimizing institutional construction,improving guarantee mechanisms,clarifying responsibility allocation,strengthening relief supervision,building a police honor culture,and doing a good job in honor publicity work,so as to build a police honor system that meets the requirements of the times.
