摘要
随着公安职能体系和警务合成作战模式的构建形成,数据化警务资源、科学化警务决策、智能化警务调度、合成化警务行动等成为推动警务指挥转型的动力与要求.指挥平台建设、大数据赋能实战、现代警务机制运行为警务指挥转型提供了保障,指挥能力偏低、指挥流程复杂、辅助决策缺失等也成为迟滞警务指挥转型的现实问题.深入探究新型警务指挥人才培养需求,组建精干高效警务指挥机构,精准明晰警务指挥职能,充分释放警务指挥机构效能,规范运行警务合成作战指挥机制,成为警务指挥转型的解困路径.
Abstract
With the establishment and formation of police functional system and joint police operation mode,digitized policing resources,scientific policing decision-making,intellectualized policing dispatching and joint policing actions have become the driving forces and requirements to promote the transformation of policing com-mand.The construction of command platform,policing practice enabled by big data and operation of modern police mechanism have provided objective advantages for the transformation of policing command.However,low command capability,complex command process and lack of auxiliary decision-making have also become the practical problems that delay the transformation of policing command.The solution to the transformation of policing command is to explore the training needs of new policing command talents,establish a capable and efficient policing command organization,accurately clarify the functions of policing command,fully release the effectiveness of policing com-mand organization,and standardize the command mechanism of joint policing operation.
