In response to the high incidence of telecom and network fraud,there are certain limitations in innovating investigative techniques and optimizing investigative strategies only from the technical level.Public security organs should adhere to the principle of"doing two jobs at once and attaching equal importance to each",which means attaching great importance to the application and innovation of investigation strategies in such cases,while further strengthening the role of information technology.The use of investigation strategies can make up for the shortcomings of information technology in the investigation,give full play to the intelligence advantages of the investigation subject to further clarify the case,obtain evidence,and apprehend the suspect.To investigate such cases,investigators should take stock of the situation and formulate strategies accordingly in taking potential opportunities,finding suspects,carrying out operations,collecting evidence by using strategies such as robbing the suspect of his spirit and presence of mind and clouding his judgement,combining direct and indirect tactics,taking devious and direct approaches.
