Construction of Assessment Index System for Safety and Risk Avoidance Capability in Firefighting and Rescue Operations Training
This article analyzes the incentives that affect the operational training safety of commanders and fighters at all levels in terms of personnel capabilities, equipment use, tactical methods, and security control.Based on typi-cal casualty cases, with the goal of establishing an assessment index system for the safety and risk avoidance ability of firefighting and rescue operations and training, the Analytic Hierarchy Process(AHP)is used to analyze the abil-ity factors that affect the three key stages of firefighting and rescue:before,in and after the operations, from the dimensions of"people, equipment, technology, and management",so as to determine the weight of different indica-tors and conduct risk assessment. In order to minimize and reduce operational security risks and casualties, quantitative assessment is used to replace empirical assessment.
