Social Risk Warning and the Construction of Prevention System:A Framework of Social Combustion Theory
The governance of social risk faces difficulties in governance concepts,multiple patterns,and social participation.The"social combustion"theory provides effective logic support for explaining the formation and prevention of social security risks.According to the theory,the formation of social security risks requires accumula-tion and bud,development and upgrade,outbreak and combustion,and post-disaster mitigation.Multiple factors causing social contradictions are"combustible materials",abnormal public opinion is"ignition aid",and missing governance behaviors are"ignition points".Improving social risk governance can be achieved by reducing combus-tion factors,controlling ignition materials,and decreasing social temperature from three levels.Therefore,it is necessary to establish a permanent warning mechanism and form a coordinated governance situation that integrates multiple actors.
