摘要
在总体国家安全观背景下,法治人才队伍建设急需大量能指挥、懂技术、会管理的复合型高层次警务人才,突出德法兼修的培养理念,创新警务人才培养模式迫在眉睫.以《关于坚持德法兼修实施卓越法治人才教育培养计划2.0的意见》对法治公安队伍建设提出的更高要求为引导,梳理总结公安学和警务学科研究生教育基本情况,从"公安学+MP"双学位项目实施的可行性与理论基础入手,围绕构建培养框架、优化课程体系、推进产学研合作、建立质量保障体系等举措,探究双学位项目的实施路径,以期推动公安院校"指技管"一体高层次警务人才培养,破解多学科交叉融合关键难点问题.
Abstract
Under the strategic background of the country's overall national security concept,the construction of a legal talent team urgently needs a large number of high-level police talents capable of command,tech-savvy,and good at management.There is a pressing need to highlight the concept of combining virtue cultivation and legal train-ing,and innovate the training mode of policing talents.Guided by the higher requirements for the construction of the rule of law public security team put forward by the Excellent Legal Talents Education and Training Plan 2.0,this paper summarizes the basic situation of postgraduate education in public security and police disciplines,discusses the feasibility and theoretical basis of implementing"Public Security+MP"dual-degree program,explores the implementation path of the dual-degree program by building a training framework,optimizing the curriculum system,promoting industry-university-research cooperation,and establishing a quality assurance system,in order to promote the training of high-level police personnel with command,technology and management skills integrated in public security colleges and universities,and solve key problems related to the multi-disciplinary cross-integration.
