Integration of Technology and Governance:Research on the Intelligent Reform Mechanism of Community Policing in the Digital Era
Community policing is an important field of urban governance.In the context of smart city construction,intelligence has become a new direction for the development of community policing in the digital era.In order to explore the internal mechanism of information technology driving the intelligent reform of community policing,the integration of technology and governance is analyzed.The case study of Hangzhou reveals that information technol-ogy and governance structure are the two key elements of the intelligent reform of community policing.Information technology is a procedural element,playing a link role,while governance structure is a factor of productivity playing a catalytic role.The intelligent reform of community policing is the result of the integration of technological intel-ligence and policeman intelligence through the integration mechanism of elements,space bridging mechanism,intel-ligent governance closed-loop mechanism,role responsibility remodeling mechanism and legitimacy mechanism.To promote the intelligent reform of community policing,attention should be paid to business list system,technology and organizational environment adaptability,digital participation and system construction.
