中外突发公共卫生事件应急体系对比研究与启示
Comparative Study on Emergency Response System of Public Health Emergencies at Home and Abroad and Its Enlightenment

摘要
新冠疫情累计影响全球200多个国家和地区,对国家公共卫生应急体系的挑战和冲击前所未有.针对目前国内外突发公共卫生事件应急体系现状,从组织架构、管理运作、法规制度、资源保障等方面开展对比研究,分析我国应对突发公共卫生事件工作现状,并结合我国消防救援队伍改革及作用发挥提出相关对策建议,为提高我国应对重大突发公共卫生事件能力、建立和完善具有中国特色的突发公共卫生事件应急体系提供参考.
Abstract
The COVID-19 has been spread all over the world,affecting more than 200 countries and regions,and bringing unprecedented challenges and impacts to the national public health emergency system.Based on the cur-rent status of public health emergency systems at home and abroad,a comparative study was carried out from the aspects of organizational structure,management operation,laws and regulations,and resource guarantee.This paper analyzes the present situation in China's response to public health emergencies,and puts forward relevant countermeasures and suggestions in combination with the reform and role of fire and rescue forces in China,provid-ing reference for improving China's ability to cope with major public health emergencies and perfecting the emergency system of public health emergencies with Chinese characteristics.
