Realistic Barrier and Optimization Reconstruction of the Legal System of Border Management
The rule of law has a fundamental,stable,and long-term effect on border security and high-quality development.Although China has initially formed a border management legal system,it is still not perfect.There are problems such as low legislative level,fragmented state of the legislation,and lagging legislation in certain areas,which cannot fully meet the needs of border management in the new era and urgently need to be modified and improved.Therefore this paper proposes such measures as taking the overall national security concept as the guiding ideology,coordinating development and promoting the integration of security goals,implementing systematic and comprehensive concepts,strengthening comprehensive legislation and innovating regional collaborative legislative models,issuing comprehensive regulations and expanding international treaties to optimize the structure,revising conflict norms and improving supporting regulations to maintain coordination to construct a border management legal system with appropriate hierarchical structure,harmonious coordination,and comprehensive content,providing legal guarantees for border security and development.
