摘要
社会治安治理是社会治理的重要基石,铁路是治安防控的重要单元,保障铁路治安秩序稳定极其重要.当前,铁路治安治理共同体建构还存在着各参与主体责任发挥失衡、信息共享与协作平台不完善、激励与监督考核机制不健全和治理型警务人才不足等困境,严重影响铁路治安治理效能.对此,应从明确并充分发挥各参与主体责任、搭建信息共享与协作平台、健全激励与监督考核机制、培养治理型警务人才等方面对铁路治安治理共同体进行结构性与系统性改善.
Abstract
Social security governance is a cornerstone of the social governance.Railway system is an important unit of public security control.It is vital to ensure the railway security and order.Currently,there are several problems in the construction of railway security governance community:imbalance of the responsibility of the participating governance subjects,lack of platforms of information sharing and coordination,deficiency of mechanism for encouragement,supervision and examination,insufficiency of the governance-oriented policing talents,seriously influencing the efficacy of railway public security governance.Therefore,this paper proposes improving the structure and system of the railway security governance community by clarifying and fully leveraging the responsibili-ties of all participating subjects,establishing an information sharing and collaboration platform,refining incentive and supervision mechanisms,and cultivating governance-oriented policing talents.
