Action Logic of Police Official Use of Guns under Multiple Constraints
Problems existing in police official use of guns reflect the dilemma of public security organs in social governance.The empirical study finds that the psychology and behavior of police official use of guns are subject to multiple constraints.Culture and public opinion are the outermost soft constraints,affecting the sense of justice of the official use.Laws and regulations are the outer rigid constraints that determine the legitimacy of the use.The organizational environment is an inner explicit constraint,which indicates the sense of organizational support for such use.The individual capability and gun use training are the innermost hard constraints,which influence the effectiveness of the use.The four dimensions of gun use psychology affect the behavior tendency and behavior performance of police in public security work.The response to gun-related incidents and the treatment of police involved will react on the psychology and behavior of those involved and their colleagues in the future.The findings provide a theoretical framework for interpreting problems such as police officers unwilling to carry guns,afraid of using guns,unable to use guns.
