摘要
为评估应急救援队伍内涝灾害应急救援能力,针对应急救援队伍参加城市内涝应急救援工作亟须解决的问题,提出基于AHP-模糊综合分析法的城市内涝灾害应急救援队伍救援能力评估方法.通过将城市内涝救援这一复杂问题分解为若干层次和若干因素,在各因素之间进行比较和计算,得出不同因素的权重,据此提出加强组织管理、强化现场安全评估、完善应急预案和技能培训、建立信息共享机制等对策,以提升应急救援队伍应对城市内涝灾害救援能力.
Abstract
In order to assess the emergency rescue capability of fire and rescue team in flooding,this paper conducts an in-depth analysis of the problems in the urban flooding rescue,and proposes an assessment methods for the capability of various participants of the fire and rescue system based on the integrated AHP-fuzzy analysis model.The complex problem of urban flooding rescue operation is broken into several factors at different levels.The weight of those factors is obtained by comparing and calculating those factors.The assessment index system of fire rescue team's urban flood rescue capability based on integrated AHP-fuzzy analysis method has good operability and theoretical value,which can provide a basis for improving the fire rescue team's capability to deal with urban flood-ing rescue.
