Study on the Security Control of Foreigners'Entry and Exit in the Construction of Hainan Free Trade Port
The purpose of this study is to ensure that Hainan Free Trade Port is ready for island-wide special customs operation with the Port's"front line"opened up and the"second line"controlled by 2025,allow the free flow of elements such as personnel,capital,goods,information data within the island,facilitate the safe entry and exit of foreigners in Hainan with a new security control framework established,and ensure the secure and stable operation as well as sustainable development of Hainan Free Trade Port.Based on the current situation of foreign-ers'entry and exit in Hainan and foreign-related illegal criminal cases,this paper analyses the security control situ-ation to formulate strategies for the security control over foreigners'entry and exit in Hainan Free Trade Port.These strategies include improving the legal system of Hainan Free Trade Port to optimize management mechanisms for foreigners and strengthen the control of foreigners entering and exiting the country,actively mobilizing social forces to achieve social governance,implementing technological empowerment to effectively improve customs clearance efficiency and optimize the customs clearance environment.
