摘要
澳大利亚是典型的移民国家,其移民政策发展历时漫长、结构较为系统.18世纪末至今,澳大利亚移民政策历经殖民主义、"白澳政策"、多元文化主义、后多元文化主义四个时期.从人口结构、社会经济发展和国家形象三方面分析澳大利亚移民政策发展动因,认为其移民政策变革具有围绕国家利益、政策灵活、手段丰富等特点.我国可从关注国家整体利益、注重政策主动构建、优化移民管理体系、深化国际社会协作角度出发,对澳大利亚移民政策予以借鉴.
Abstract
Australia is a typical immigrant country,and the development of its immigration policy has been long and systematic.Since the end of the 18th century,its immigration policy has gone through four periods:colonialism,"White Australia Policy",multiculturalism and post-multiculturalism.This paper analyses the driving forces behind the development of Australia's immigration policy from the aspects of demographic structure,socio-economic development and national image,and argues that the change of Australia's immigration policy features a focus on national interests,policy flexibility,and broad adaptability to changes.China can draw reference from Australia's immigration policy by focusing on the overall national interests,emphasizing proactive policy construc-tion,optimizing the immigration management system,and deepening international cooperation.
