Traffic disorder is a huge obstacle to urban governance and a thorny problem that social governors need to solve in the future.The relevant countermeasures are worth in-depth discussion by the theoretical and practical circles.This article focuses on the conventional governance model of the"traffic improvement campaign"aimed at centralized governance of traffic problems,analyzes the many hidden dangers that may exist in this governance model,and clarifies the objective roots of traffic disorder.Based on the review of the beneficial experience of traffic disorder governance of other countries and regions,and the analysis of legal governance models from the perspective of legal theory,it proposes such policy tendencies as the establishment of a legislative governance model,the synchronous implementation of macro and micro policies,and the consideration of transportation facilities and transportation institutional construction.
