In view of the declining number of traditional crimes and the rising number of cybercrime cases,this paper analyzes the underlying logics and operation mechanism of spatiotemporal logic,physical evidence reasoning and causal relationship in the investigation of traditional crime,and elaborates the reasons for the failure of these three underlying logic in the governance of cyberspace crimes.Based on the four elements of cyberspace:network platform,network data,network users and network behavior,it reveals the key to cybercrime governance:abnormal behavior identification.Therefore,a method to detect abnormal behaviors is proposed to build a theoretical system of cybercrime governance.It also suggests public security authorities carry out reform in terms of team building,legal construction,data construction,and prevention and control governance in order to adapt to the new situation.
