摘要
现阶段,专业建设工程消防审验监管工作仍处在改革后的探索期.全面梳理专业建设工程消防审验监管现状,结合专业建设工程消防审验的四种模式,分析监管人员技术水平、部门协同工作机制、技术标准体系、服务市场监管等问题.在此基础上,提出加强部门间协作、健全协同工作机制,推行技术审验"独立运行"、强化过程管理,完善法规标准体系、强化技术指导,对接社会资源、加强服务监管等监管工作建议,以期为专业建设工程消防审验监管提供一定参考.
Abstract
The professional supervision of fire protection design review and acceptance of construction projects is still in the exploration phase after reform.This article summarizes the current situation of the professional supervi-sion of fire design review and acceptance of construction projects.The problems existing in technical proficiency of supervising personnel,inter-departmental collaboration mechanism,technical standard system,and service market supervision are analyzed on the basis of four supervision modes.To provide reference for the supervision,some sug-gestions are put forward,including strengthening inter-departmental collaboration,improving collaborative work mechanism,implementing independent operation of technical review,reinforcing process management,perfecting regulations and standards system,strengthening technological guidance,utilizing social resources,intensifying supervision over services.
