National Language Sovereignty and Language Governance Issues in the Context of Nation-al Language Security
The national language sovereignty is an integral part of national sovereignty and serves as the foundation for national language security and the goal of national language governance.From the perspective of national sovereignty,the paper defines the national language sovereign-ty,analyzes its connotations and features,and explores the interrelations among national lan-guage sovereignty,national language security,national language governance,and national lan-guage capacity building.The study shows that national language sovereignty represents the high-est power possessed by the country in the field of language,encompassing five fundamental parts:independence,equality,ownership,jurisdiction,and interpretation.It is characterized by in-dependence,fundamentality,integration,and development.There exists a dialectical relationship of mutual support,influence,and promotion among national language sovereignty,national lan-guage security,national language governance and national language capacity building,collective-ly forming a comprehensive theoretical analytical framework.The paper puts forward counter-measures to address the current weaknesses in theoretical research on language sovereignty and the insufficient awareness of language sovereignty protection in the field of language governance in China.
