Multi-dimensional Analysis of Higher Vocational Education Policy in China in Recent Ten Years—Analysis Based on 112 Policy Texts
Higher vocational education is in the key stage of connotation construction.Combing through 112 higher vocational education policy documents issued in the past decade,it is found that:the number of policy documents resonates with the relevant documents of The State Council;The text type is mainly top-down"notice";The Ministry of Education is the core department of policy making;There are a lot of policy themes with big differences in preference;Policy tools are used frequently with dominated command tools.Further analysis shows that the overall characteristics of China's higher vocational education policy in the past ten years are:strong in policy directivity,but weak in autonomy;strong in policy stage,but weak in foresight;rich in policy variety,but prominent in bias.
