高等职业教育正处于内涵建设的关键性阶段,梳理近十年出台的112份高等职业教育政策文件发现:政策发文量与国务院相关文件同频共振;文本类型以自上而下的"通知"为主;教育部是政策制定的核心部门;政策主题丰富,但使用偏好存在较大差异;政策工具使用频繁,命令工具独占鳌头.进一步分析可知近十年我国高等职业教育政策整体特征为:政策指令性强,自主性弱;政策阶段性强,前瞻性弱;政策种类丰富,偏向性突出的.
Higher vocational education is in the key stage of connotation construction.Combing through 112 higher vocational education policy documents issued in the past decade,it is found that:the number of policy documents resonates with the relevant documents of The State Council;The text type is mainly top-down"notice";The Ministry of Education is the core department of policy making;There are a lot of policy themes with big differences in preference;Policy tools are used frequently with dominated command tools.Further analysis shows that the overall characteristics of China's higher vocational education policy in the past ten years are:strong in policy directivity,but weak in autonomy;strong in policy stage,but weak in foresight;rich in policy variety,but prominent in bias.
